That’s the maximum prison sentence a person, no matter how severe their crime, can serve in Norway.
I wonder how long that law lasts.
Any sort of testing to see where that number came from? Like, after 21 years, no matter how horrible your crime was, you’re at least enough rehabilitated to go back into society? Is it better than sitting in prison for your whole life, wasting federal funds?

I believe that there is an exception to that wherein they can actually hold someone indefinitely after their 21 years is up if said person is still deemed a threat. It’s called farvignugen or something.
